All of this can be overwhelming for anyone not in the playground industry so <a title="IPEMA" href="http://www.ipema.org/">IPEMA</a> has created an <a title="Voice of Play" href="http://playcafe.voiceofplay.org/?p=91">excellent 12-step checklist and accompanying infographic</a> to explain the ins and outs of these new standards.<br /> &nbsp;<br /> <span class='collapseomatic ' id='id6190'  title="Click to Expand the Checklist">Click to Expand the Checklist</span><div id='target-id6190' class='collapseomatic_content '><br /> &nbsp;</p><ul><li><strong>Step 1 (regarding minimum width and maximum slope of accessible routes):</strong></li></ul><blockquote><p>Public playgrounds must have an accessible route to the play area at least 60&#8243; wide, maximum running slope of 1:20, and maximum cross slope of 1:50. The route to the play area is an accessible route. Minimum width is 36&#8243; and the maximum slope is 1:12. Any running slope over 1:20 or 5% is treated as a ramp with handrails and landings.</p></blockquote><ul><li><strong>Step 2 (regarding the need for ADA compliant safety surfacing):</strong></li></ul><blockquote><p>Within the play area, the safety surfacing must comply with ASTM F1292-99 or -04 (Standard Specification for Impact Attenuation of Surface Systems Under and Around Playground Equipment) when located within the use zone for proper impact attenuation. All accessible routes within the play area, clear floor, or ground space at play components required to be accessible and turning spaces must comply with ASTM 1951-99 (Standard Specification for Determination of Accessibility of Surface Systems Under and Around Playground Equipment).</p></blockquote><ul><li><strong>Step 3 (regarding overhead clearance and minimum width of accessible routes for small &lt;1000 square foot playgrounds):</strong></li></ul><blockquote><p>Within the play area the accessible route must be at least 60&#8243; wide, with a maximum running slope of 1:16, a maximum cross-slope of 1:48 and a minimum of 80&#8243; overhead clearance. For small play areas of less than 1000 square feet in total size, the accessible route must be at least 44&#8243; wide, with a maximum running slope of 1:16, a maximum cross slope of 1:48 and a minimum of 80&#8243; overhead clearance.</p></blockquote><ul><li><strong>Step 4 (regarding transfer station requirements for composite play structures):</strong></li></ul><blockquote><p>Composite play structures that include a transfer system as a means of access must meet the follow criteria:</p><p style="padding-left: 30px;">• Transfer platform height must be between 11-18&#8243; with clear minimum width of 24&#8243; and depth of 14&#8243;.<br /> • Transfer steps are a maximum of 8&#8243; high and include handholds to aid movement.<br /> • Minimum 30&#8243; by 48&#8243; transfer space must be provided adjacent to the transfer platform. the 48&#8243; long minimum dimension of the transfer space shall be centered on and parallel to the 24&#8243; long minimum side of the transfer platform. The side of the transfer platform serving the transfer space shall be unobstructed.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 5 (regarding minimum width and slope of elevated ramps):</strong></li></ul><blockquote><p>Composite play structures that include ramps that connect elevated play components as a means of access must meet the following criteria:</p><p style="padding-left: 30px;">• Elevated ramps must be at least 36&#8243; wide, maximum running slope of 1:12 and maximum length of 144&#8243; (12 feet) before providing a landing.<br /> • Elevated ramps must include handrails on both sides meeting hand-gripping criteria and with a height between 20&#8243;-28&#8243;. Elevated ramps with handrails, barriers beyond the ramp edge and barriers not extending within 1&#8243; of the ramp surface must have edge curbing at least 2&#8243; high for the entire ramp length. No handrail extensions are required.<br /> • When elevated ramps change in a direction, a 60&#8243; x 60&#8243; minimum level landing must be provided at both the top and the bottom of each run.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 6 (regarding maximum opening size and vertical change of elevated ramps and platforms):</strong></li></ul><blockquote><p>Elevated ramps and accessible platforms attached at ramp levels shall have no openings on surface greater than 1/2&#8243; and vertical change in level less than 1/4&#8243; or up to 1/2&#8243; with a 2:1 beveled edge.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 7 (regarding maximum opening size of elevated ramp platforms):</strong></li></ul><blockquote><p>Openings on elevated ramp access platforms for access/egress play opportunities must be narrowed to 15&#8243; or less.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 8 (regarding reach ranges for different age groups):</strong></li></ul><blockquote><p>Advisory reach ranges for accessible manipulative and interactive sensory and communicative components must have reach range heights between 18-44&#8243; for 5-12 year old user age group and 20-36&#8243; for 2-5 year old user age group.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 9 (regarding height of ground level upper body equipment):</strong></li></ul><blockquote><p>Ground level upper-body equipment intended for use by a person using a mobility device must be less than 48&#8243; above protective surfacing.</p></blockquote><ul style="padding-left: 30px;"><li><strong>Step 10 (regarding ground level play table dimensions):</strong></li></ul><blockquote><p>Ground level play tables and components must have a minimum vertical knee clearance of at least 24&#8243; high, a minimum depth of at least 17&#8243; deep and a minimum width of at least 30&#8243;. Unfortunately, no two rubber bark manufacturers are the same and variations in both the source tires and manufacturing techniques can have a major impact on the finished product.</p><p>&nbsp;<br /> We got a call recently from a local school district asking us to come out and take a look at the rubber bark they had put in to their playgrounds less than a year ago. What we found was pretty shocking.<br /> &nbsp;<br /> <a href="http://static.nspx3.com/wp-content/uploads/2012/03/badbark.jpg"><img class="alignright size-full wp-image-1872" title="Bad Rubber Bark" src="http://static.nspx3.com/wp-content/uploads/2012/03/badbark.jpg" alt="badbark Playground Fail: Episode 2   Good vs Bad Rubber Bark " width="640" height="383" /></a></p><p>While the material in the photo is definitely recycled rubber bark we found some serious problems with it that led to us recommending it be removed from their playgrounds immediately.<br /> &nbsp;<br /> The most obvious problem were the constant complaints by students that they were getting poked by metal wire left behind in the material. Because all tires contain metal wire belts one of the most important aspects of the rubber bark manufacturing process is to remove this with a series of magnets. The material on the playground had obviously gone through this process, but it was clear that they had not been thorough enough.<br /> &nbsp;<br /> The next issue we found was with the coloring of the rubber bark. <a title="Rubber Bark - Surfacing" href="http://www.nspx3.com/our-products/surfacing/">Our recycled rubber bark</a> product goes through one coating of polyurethane colorant as well as a clear coat sealant that bonds strongly to both the rubber and the nylon cord that remains when tires are shredded. As you can see in the photo the black chunks have not been colored at all exposing the nylon which is both unsightly and can cause skin irritation. In addition several students (and their parents) complained that red coloring added to the bark was coming off on student&#8217;s clothing on a regular basis.<br /> &nbsp;<br /> Needless to say the school district in question soon realized that while they had saved some money in the initial purchase of their material they would soon be spending a lot more money to remove and replace it due to safety concerns. You may ask: What can I do to ensure I am getting the best recycled rubber bark for playground use?<br /> &nbsp;<br /> Here are some things to look for:</p><ul><li>Clean material free of metal, oily residue, or other debris</li><li>Coloration that does not wipe of or transfer to clothing</li><li>Little or no exposed nylon fibers</li><li>Use of locally sourced recycled passenger tires</li><li>Consistently sized chunks</li><li>Free of foul odors, or harmful chemicals</li></ul><p>&nbsp;<br /> As always, our <a title="RB Rubber Bark" href="http://www.rubberbark.com/">recycled rubber bark by RB Rubber</a> meets all of these requirements an then some at a price that is really affordable when you consider how little maintenance it requires. Unfortunately, there seems to be as much disinformation surrounding this topic as there is fear so we are writing this FAQ to set things straight and ensure that you understand all the facts surrounding these new changes.<br /> &nbsp;</p><h2>What happens on March 15th, 2012?</h2><p>&nbsp;<br /> All newly constructed and altered play facilities of public or commercial ownership must comply with the 2010 ADA standards and will no longer have a choice to use the 1991 standards. The specific sections in the 2010 ADA standards that apply to playgrounds are <a href="http://www.access-board.gov/ada-aba/ada-standards-doj.cfm#a240" title="2010 ADA Standards Chapter 2 Section 240">Chapter 2 Section 240</a> and <a href="http://www.access-board.gov/ada-aba/ada-standards-doj.cfm#a1008" title="2010 ADA Standards Chapter 10 Section 1008">Chapter 10 Section 1008</a>.<br /> &nbsp;</p><h2>What actions do I need to take?</h2><p style="padding-left:20px;"> &nbsp;<br /> <strong>If your playground was built prior to September 15th, 2010</strong> &#8211; Since the law is not retro-active you need not take any action unless you are planning to alter your playground after March 15th, 2012 at which time your playground structure would have to be made compliant with 2010 standards.<br /> &nbsp;<br /> <strong>If your playground was built between September 15th, 2010 and March 15th, 2012</strong> &#8211; You have a choice whether to comply with the 1991 or 2010 standards. But, keep in mind that if you choose to use 1991 standards following March 15th you will not be able to alter your structure without bringing the entire thing up to 2010 standards.<br /> &nbsp;<br /> <strong>If your playground has not been built yet</strong> &#8211; If your playground build is going to occur after the March 15th cut-off date your structure will have to be completely compliant to 2010 standards.<br /> &nbsp;<br /> <strong>If you are planning on making alterations to your playground after March 15th</strong> &#8211; Any alteration to a playground after March 15th will require that the entire structure meet 2010 ADA standards.<br /> &nbsp;</p><h2>Can NSP3 certify my playground/s meets ADA standards?</h2><p>&nbsp;<br /> NO! All playground inspectors can do is provide opinionated feedback regarding what they think (in their professional experience) is compliant to ADA standards. Anybody claiming to be a certified ADA inspector is a fraud.
